Luscious Pigment Powder is a ground Artist grade pigment infused with mica and a natural binder, so you can use it as a dry pigment or add water to create a lovely watercolour paint. You can also mix this with IndigoBlu's Slap It on Thick Medium to create a shimmering translucent embossing paste.
